Home Star
Home Star is proposed legislation that would create jobs in the construction, building materials and manufacturing industries by providing strong short-term economic incentives for energy efficiency improvements in residential buildings.
The legislation as it is currently written is designed to minimize red tape and is hoped will translate into long term economic activity and job creation in the aforementioned industries. The initiative establishes a $6 billion rebate program to encourage homeowners to make immediate investments in energy-efficient appliances, building mechanical systems, insulation, and energy efficiency retrofits. Consumers will be able to pursue two levels of incentives identified as the Silver Star prescriptive path and the Gold Star path.
It is anticipated that Home Star legislation would rapidly create jobs in the construction industry, one of the professions hardest hit by the current economic recession, as well as in manufacturing. At the same time, it will save American families hundreds and even thousands of dollars on their energy bills, while also reducing environmental impacts by minimizing overall residential energy consumption.
