Home Star is proposed legislation that would create jobs in the construction, building materials and manufacturing industries by providing strong short-term economic incentives for energy efficiency improvements in residential buildings.

Testing_Water_HeaterThe legislation as it is currently written is designed to minimize red tape and is hoped will translate into long term economic activity and job creation in the aforementioned industries. The initiative establishes a $6 billion rebate program to encourage homeowners to make immediate investments in energy-efficient appliances, building mechanical systems, insulation, and energy efficiency retrofits. Consumers will be able to pursue two levels of incentives identified as the Silver Star prescriptive path and the Gold Star path.

It is anticipated that Home Star legislation would rapidly create jobs in the construction industry, one of the professions hardest hit by the current economic recession, as well as in manufacturing. At the same time, it will save American families hundreds and even thousands of dollars on their energy bills, while also reducing environmental impacts by minimizing overall residential energy consumption. Home Star is designed to build on current state programs and utilize existing business and worker availability to perform both retrofits and quality assurance. It will also adhere to federal standards and incentive structures to provide a common platform across the United States that will minimize program costs while increasing consumer awareness of this valuable program.
